This is the Middle Kingdom Letter of Acceptances and Returns for the items on the November 3rd, 2011 (Oct) ILoI.

ROUGE SCARPE:  Name forwarded to Laurel.  Device returned for redrawing or redesign.  The salamanders are not identifiable as such.  They are not drawn like any heraldic salamander that commenters could find, a number of which are posted to or linked in the commentary.  The crossing of the salamanders further obscure their identifiability and may not be able to be overcome even if the salamanders were drawn properly.  

RfS PART VIII - COMPATIBLE ARMORIAL STYLE 3. Armorial Identifiability. - Elements must be used in a design so as to preserve their individual identifiability.

Identifiable elements may be rendered unidentifiable by significant reduction in size, marginal contrast, excessive counterchanging, voiding, or fimbriation, or by being obscured by other elements of the design. For instance, a complex line of partition could be difficult to recognize between two parts of the field that do not have good contrast if most of the line is also covered by charges. A complex divided field could obscure the identity of charges counterchanged. Voiding and fimbriation may only be used with simple geometric charges placed in the center of the design.

There's one CD for changing half the field tincture but there is no CD for reversing their order.  Ermine furs are considered tinctures in there own right and not a base color and charges so their is no CD for the ermine spots.  

CoA Glossary of Terms says:

These are heraldic furs. There are many possible varieties of these, all based on the design of strewn ermine spots (abstract designs representing ermine tails). The most common are ermine (argent with sable ermine spots), counter-ermine (sable with argent ermine spots; also known as ermines, a term that is not used in the SCA due to the possibility of typographic errors), erminois (Or with sable ermine spots) and pean (sable with Or ermine spots). Other combinations do not have unique names and must be explicitly blazoned as <tincture> ermined <tincture>, e.g., gules ermined argent (gules strewn with argent ermine spots). Unlike other designs featuring strewn charges, the ermine variants are furs and are classed as separate tinctures in their own right, rather than as charged fields.

ROUGE SCARPE:  Name forwarded to Laurel.  Device returned for conflict with Orlando dei Medici (reg. 08/2003 via the East), "Or, a crequier vert." There's one CD for adding the secondaries but none for the type or tincture of the primary.

Precedents:
[Per pale azure and argent, a tree blasted and eradicated, in chief three mullets of eight points counterchanged.] This device conflicts with Richenda de Jardin, Per pale azure and argent, a crequier counterchanged. Fortunately, Richenda has provided a letter of permission to conflict. This letter is necessary because, while there is a CD for adding the secondary mullets, there is no significant difference between a crequier and a tree blasted and eradicated. As Boar notes, there exists a precedent that a generic tree eradicated is not significantly different from a tree blasted and eradicated, since "there are period depictions of trees with only a few leaves" [Gabriela Silvana, 07/2000]. There is also a precedent giving a CD between a crequier and a default tree, but not a substantial difference "because early heraldic depictions of trees were sometimes drawn much like a crequier, with one large leaf at the end of each branch" [Lilias de Cheryngton, 12/2001]. However, the crequier is simply a stylization of a wild cherry tree (see Woodward, p. 318, along with Plate XXIX fig. 4 and p. 344 fig. 72 for a discussion). While it is a particular stylization, it falls within the expected range of depiction for trees in general. There is no reason to treat it differently from other trees, so it is not significantly different from a generic tree. [Mevanwy verch Gwion, LoAR 01/2005, An Tir-A]

... no difference between a tree vert and a tree proper. The trunk and branches of a tree proper are less than half the tincture of the charge. [Johan de Foderingeye, 06/2002, R-Ealdormere]

The submitter should be aware that there is a high probability this will be returned at the Laurel level.  Paw prints are a step from period practice (sometimes called a weirdness) and the use of runes in armory may be another.  Any submission can have at most one element that is a step from period practice and two or more is cause for return.  Since the precedent found on runes does not clearly state that they are a step from period practice and is twenty years old I am sending this on for a formal, current ruling.  The submitter should be aware that if they wish to try a different design they may withdraw this submission at any time and resubmit immediately.  

There was discussion as to whether this was "slot machine heraldry."  Although there are three different charges in the same group the runes are the same type of charge.  The rule regarding this is that there may not be three or more types of charge in the same group.  Since the runes are the same type this design has two types of charges runes and paw prints and thus is not "slot machine heraldry." 

Precedents:
[returning Per chevron enhanced argent and sable, two pawprints and a wolf's head cabossed counterchanged.] The paw prints are one weirdness, and the per chevron enhanced is another. (Morgan Blaidd Du, 7/96 p. 19)

It should also be noted that there is no evidence for the use of runes in period armoury (unlike alphabetic symbols which are known). (LoAR 17 Jun 90, p. 18)

This conflicts with Tir Rígh, Principality of (reg. 09/2010 via An Tir), "Azure, a compass star azure fimbriated argent." There is a CD fir the field.  There is no CD for the fimbriation and there is none for placement, which is forced in Finn's device.  Fortunately with the assistance of Tir Rígh's Silver Yale Herald, Their Highnesses Alden and Lenora and the Seneschal of Tir Rígh were gracious enough to supply a letter of permission to conflict allowing this submission to conflict with their Principality's badge and avoiding the return.

The submitter should be aware that as drawn the wings obscure the arms of the cross and possibly make it hard to identify.  Gunnvor silfraharr, one of the commenters did an alternate emblazon where the wings do not obscure the cross which can be found on the ILoI linked at the top of the page. 


41: Gwydion atte Beare and Ella Blackwolf - New Badge

ROUGE SCARPE:  Forwarded to Laurel with the Blazon:  Per fess azure and vert, a mallet argent charged on the head with a mullet voided and interlaced within an annulet sable.

The forms have "warhammer" crossed out and "Mjollnir inverted" written in.  This is not a heraldic depiction of a Thor's Hammer (aka Mjölnir, Mjǫlnir, Mjollnir, Mjölner or Mjølner.)  [See item 19: on this letter or the ILoI for a heraldic depiction of a  Thor's hammer] so I returned the blazon to warhammer on the ILoI.   Mallet was suggested in commentary and is a better term for this charge than warhammer.  This depiction of a hammer as Thor's hammer dates to 1962 with the Marvel Comics creation of their Thor superhero.  The submitter should be aware that if what they really wants is a Thor's hammer they can ask to have this submission withdrawn and resubmit a redesign immediately.
