This is the Middle Kingdom Letter of Acceptances and Returns for the items on the March 15th, 2012 ILoI.
My thanks to Aryanhwy merch Catmael, Andreas von Meißen, Gunnvor silfraharr, Daši Žorfinnsson, Lughaidh Albanach, Eirik Halfdanarson, Alys Mackyntoich, Modar Neznanich, and Andrew von Otelingen for their commentary.
Since the letters are now being posted on OSCAR with documentation and commentary open for all to see I will no longer be copying the documentation or commentary to this letter. SENA refers to The Standards for Evaluation of Names and Armory. These are the new rules for submissions. The old Rules for Submissions (R.f.S.) will also be applied until the October LOAR. So until my August ILoAR/ELoI I will be applying both R.f.S. and SENA as long as items pass under either they will be forwarded.
My decision and comments are prefaced with ROUGE SCARPE: and are in red. Items that are accepted will be forwarded to Laurel as a Middle LoI posted on OSCAR.
1: Cadwgan
Faber - New Name

finding documentation for the submitted spelling of <Cadwgan>.
2: Cristyne
Ullyn von Kiel - New Name & New Device

ROUGE SCARPE: Name forwarded to
Laurel. Device returned. This design has a triquetra,
annulet, and rose in one charge group and violates SENA A.3 D. 2. a. Slot Machine: There are some period examples in which a single charge
group contains charges of more than one type. Therefore, we allow two types of
charges in a single charge group. Common patterns change the centermost of
charges in a row or the bottommost of charges arranged two and one. However, a
charge group with more than two types of charges is not allowed.
(Also violates R.f.S. Part VIII 1. a.)
The
consulting herald mentioned in commentary that submitter would be willing to
remove the rose from this group. This
would clear this problem but requires that the forms be redrawn. We hope to see this redrawing soon. Dropping the rose argent from the group the
blazon would be along the lines of: Purpure, in chief a triquetra
interlaced with an annulet Or between flaunches argent charged with roses purpure.
Since this needs to be redrawn it should be noted that the computer printout
emblazon had a washed out look to the colors and the submitter might be better
served by hand coloring the forms for submission with Crayola markers or equivalent.
3: Eynon
ap James - New Name & New Device
Vert, three wyverns rampant and a
chief Or
ROUGE SCARPE: Name forwarded to Laurel. Device forwarded to Laurel with the Blazon: Vert, three wyverns erect and a chief Or. (It takes four legs to be able to be rampant.)
4: Geirmundr

ROUGE SCARPE: Name Forwarded to Laurel. Device returned for redrawing. The charges on the chief appear two different
sizes. According to precedent it is not
period style to have two different tertiary charge groups on the same
charge. Here the mullets appear to be in
a subsidiary charge group to the bear.
These would need to be redrawn with all the charges in the group
relatively the same size.
Precedent: This badge is returned for non-period style. Precedent states:
[... on a pale azure a salmon haurient embowed contourny in chief a compass star argent ...] It is not
period style to have two different tertiary groups on the same underlying
charge. The difference in scale between the salmon and the compass star makes the
compass star appear to be in a subsidiary charge group to the salmon. There is
precedent pertaining to this matter: [citing the return of Esperanza Razzolini d'Asolo, 10/95] [Uma,
Shire of, 10/01, R-Drachenwald]
This precedent was
upheld in March 2006, in the return of Mathias Kotov.

Commenters also did not find the depiction of a sledgehammer
as identifiable as such. It is recommended

6: Llewellyn ap Teyrnon - New Device

registered exactly as it appears in August of 1992, via the East

7: Malina

Vert, a tree eradicated within a

ROUGE SCARPE: Name forwarded to Laurel. Device forwarded to Laurel with the
Blazon: Vert, a tree eradicated within an annulet of ivy argent.
This device does
conflict with Lilias de Cheryngton
(reg. 06/2004 via the East), "Vert, a crequier within a bordure embattled
argent." Eastern Crown Herald of the East has obtained
verbal permission to conflict from Lilias and is in
the process of obtaining the Letter.
This is being forwarded to Laurel with the faith that the Letter of
Permission to Conflict will arrive before the commentary period is over.
