This is the Middle Kingdom Letter of Acceptances and Returns for the items on the August 29th, 2012 ILoI. This is the first batch of Pennsic submissions.

SENA refers to The Standards for Evaluation of Names and Armory. These are the new rules for submissions.
My decision and comments are prefaced with ROUGE SCARPE: and are in red. Items that are accepted will be forwarded to Laurel as a Middle LoI posted on OSCAR.

aware that this may not be registerable due to the unity of posture clause in
SENA:
SENA A.3.D.2. c. Unity of Posture
and Orientation: The charges within a charge group should be in either identical
postures/orientations or an arrangement that includes posture/orientation (in
cross, combatant, or in pall points outward, for example). A
charge group in which postures for different charges must be blazoned
individually will not be allowed without period examples of that combination of
postures. Arrangements of charges which cannot be blazoned will not be allowed.
Some standard arrangements for period charge groups are discussed in Appendix
K.
For example, a design such as Argent, two lions passant respectant and a lion statant
erect affronty vert
would not be allowed. Likewise, a design such as Azure, two pheons bendwise, and a pheon inverted Or would not be allowed. However, crescents,
increscents, decrescents,
and crescents pendant were used occasionally in the same armory, so
armory which includes more than one of these is allowed.
As this is a new rule and all the examples given have the same type
of charge it is being sent up to make sure whether or not this rule applies in
a case such as this one.

MacLeod>. The name
as submitted conflicts with both <Alison
MacLeod> (reg. 10/1997 via Atlantia) and
<Alisha MacLeod> (reg. 09/1986 via the East). There was a note that, “Client desires the
Spelling <Ailsa>, but we were unable to find it.” Eastern Crown Herald was able document
<Ailsa> from extracted IGI records.
This has the benefit of clearing the conflicts and giving the submitter
what they originally wanted.
Device

The use of a lightning bolt independent of a thunderbolt is an
SFPP. The submitter should be aware that
commenters had some difficultly recognizing the sprig of heather as drawn. This was not clear enough of a problem to
cause a return at Kingdom but may cause it to be returned at Laurel level.

This was not a New Device but a resubmission. In looking at the cause for return of his original design it was discovered that it is now clear under SENA.

14: Bjorn Ultharsson - New Name
ROUGE SCARPE: Returned for lack of documentation. The byname was submitted under the
Grandfather Clause. The submitter’s
father’s registered SCA name is Ulthar Sveinsson.
Unfortunately for the submitter the Grandfather Clause only applies to
the exact form of the registered name. Ulthar would be covered under the Grandfather Clause but Ultharsson is not. Ulthar/Ultharr would need to be
documented to register the byname <Ultharsson>. The closest that was found was the Old Norse
name <Úlfarr>, which Geirr
Bassi has on p. 15 and Lind notes as the name of a
couple of the Icelandic Settlers. The patronymic would then be <Úlfarsson>. This
would be a major change which the submitter does not allow.
SENA PN1.B.2.g. The Grandfather Clause: In a new personal name submission, an individual may use
name phrases already registered to them, even if that name phrase would no
longer be allowed under the current rules. Only the exact, actual name phrase
from the registered form may be used, not variants, patterns, etc. The use of
the grandfather clause does not allow the submitter to evade new style problems
(as discussed in PN.2 below). It only allows the submitter to keep
style problems that already exist with the registered name.
Precedent: Listed on the LoI as Patrick Olesson, this name
was submitted as Patrick Oleson. Lacking
documentation for the spelling Oleson, the byname was
changed at Kingdom to use the spelling Olesson based
on the construction of the byname registered to "his mundane sister, Caryl Olesdatter (registered
07/92)." However, no documentation was provided for the relationship
between the submitter and Caryl Olesdatter
except for the statement in the LoI. Lacking
supporting documentation for this relationship, this name is not eligible for
the Grandfather Clause. Even had such documentation been provided, the
Grandfather Clause would not have been applicable in this case since "[o]nly the actual name element from the originally registered
submission is covered by this permission" (RfS
II.5). That would mean that Olesdatter is covered by
the Grandfather Clause. The submitted Olesson is not.

not recognizable as such. The submitter
should be aware that one of the commeters offered a
redraw that the submitter may want to use; it is available on the ILoI linked above.
It would more properly be blazoned along the lines of: Azure, the kanji
"shou" (righteous) between two deer's antlers argent. Including a definition distinguishes it from
the variety of other Japanese characters pronounced "shou",
according to comments. It appears that
this would be the first registration of this symbol, and therefore that the
symbol must be documented.

<Shria Manuul>. The English-Mongolian dictionary
used give the Mongolian in Cyrillic, so the spelling was <Мануул> not <Mahyyn>. This
transliterates into Latin characters as <Manuul>. The submitter should also be aware that
comments suspect <Shria> in the source used is
a typo. An Introduction to Classical
Mongolian has yellow as Shira or Šira
depending on how you transliterate the Mongol script. There is a name Khargil Shira in Names from the
Secret History of the Mongols by Heather Daveno, http://www.augustphoenix.com/studypages/mongol_names.htm. <Manuul> may
still have the problem of not being documented as period but the name is being
forwarded to give it the benefit of further commentary now that the byname has
been transliterated.

of the <ð> in the source.
Commentary provided documentation for the descriptive nickname <skegglauss> with the desired meaning. The submitter specifically allowed changing
this element as long as the meaning was preserved.

due to temporal disparity. The given
name is dated to 754 at the latest and the submitted form of the byname is
dated to 1300 which is over a 500 year difference. The byname has been changed to the Old Gaelic
word that the submitted byname and a few other placenames derived from to bring it within 500 years. The submitter should know that we are not
sure of this construction and it may not be registerable or need to be changed
again at the Laurel level.

PN2.C.2. Culturally Mixed Names: Names that mix name
phrases from different times and/or places are allowed if the name meets one of
the following conditions.
a. The name mixes name phrases found in a single regional naming group as
listed in Appendix C that are dated to within 500 years of one another.

This device is identical to the previous submission that was returned in 1997. Since it is identical there should not be high hopes that it will be registerable now but it is being forwarded since there has been an increase in availability of heraldic sources in the last 15 years and the rules set it will be evaluated under has recently changed.
40: Umm Iskander
Mihri - New Name & New Device
Or, on a bend between two lotus blossoms in profile azure a scimitar bendwise argent.
ROUGE SCARPE: Name Forwarded to Laurel as <Umm Iskandar Mihri>. As submitted the name phrase <Umm Iskander> mixes the Arabic <Umm> (mother of) and
the Turkish <Iskander>. Name elements may not mix languages unless
there is documentation of their being mixed in period. The consulting herald was an idiot for not
catching that…and I will try to do better in the future. (Just in case someone reading this did not
get that: I was the consulting
herald.) Luckily the change making this
name phrase wholly Arabic was a small one, requiring only the change of one vowel. The given name <Mihri>
has yet to be attested to as a period spelling but there was a Turkish poet
named Mihri that died in 1506 but we do not know if
that name is normalized.
SENA PN1.B.1. Single Time and Place: A registerable name phrase must follow the rules of grammar and structure
for a single time and place. It may not mix languages unless that mixing of
languages within a name phrase is attested as a period practice.
