SENA refers to The Standards for Evaluation of Names and Armory.  These are the new rules for submissions.

ROUGE SCARPE:  Returned for excessive counterchanging under SENA A.3.F.4. http://heraldry.sca.org/sena.html#A3F4 Any other counterchanging of charges over other charges must similarly be attested to be registered.” Precedent reaffirmed in June 2007 covers this case: [Per saltire argent and vert, an annulet all semy of flames counterchanged] This device is returned for the use of excessive counterchanging. Laurel has recently ruled (November 2004):

[Per pale argent estencely azure and azure estencely argent, a fleur-de-lys estencely counterchanged] This is being returned for non-period style. "Counterchanging a semy over an ordinary appears to be modern and not Period style." [Giovanna di Piacensa, R-Trimaris, February 1992 LoAR] Counterchanging a semy across a charge more complex than an ordinary appears to be even further from period style. [Muin maqq Mínaín, R-East, June 2007 LoAR]

4: Boen van der Meere - New Device

6: Faolan MacDonald - New Name & New Device

Gyronny of eight, sable and vert a rampant wyvern argent langued gules, maintaining in dexter claw a sword erect Or.

ROUGE SCARPE:  Name forwarded to Laurel as <Faolan mac Domhnaill>. Name as submitted was a Scots and Gaelic mix, which would be registerable. Commentary suggested a wholly Irish Gaelic form of the name. When contacted about their preference the submitter chose to go with the Irish Gaelic form.

Device returned due to low contrast of the gyronny. Per SENA A.3.B.3.d.
Elements Otherwise Divided: Elements not already mentioned must have good contrast between their parts. These include fields or charges evenly divided into four parts other than quarterly or per saltire, fields or charges evenly divided into more than four parts of two different tinctures, and fields or charges unevenly divided into multiple parts of two different tinctures must have good contrast between adjacent parts of the field. http://heraldry.sca.org/sena.html#A3B3d The device also conflicts with Moira Kellahan (reg. 02/1997 via the Middle), "Per pale azure and purpure, a wyvern erect argent. Moira has been contacted and is willing to give a letter of permission to conflict for the redesign.

11: Kodran Grimsson i Hrafnskogi - New Badge

Azure billetty an angel argent, and a fillet ermine.

ROUGE SCARPE: Returned for identifiability of the fillet. SENA A.2.C.2. Gives the example: For example, a point pointed creates a triangular shape taking up only the bottom third of the field. A per chevron field division is typically drawn to take up as much space as possible, dividing the area of the field in two roughly equal parts centered around the mid-line of the space available. Therefore, a per chevron field that does not cross or barely crosses the mid-line blurs the difference between a per chevron line and a point pointed. A per fess field division that is too high can be confused with a chief. A fess that is too large can be confused with a chief and a base. A charge that is not clearly either fesswise or bendwise is confusing as we give difference between those orientations. None of these can be registered. http://heraldry.sca.org/sena.html#A2C2 A fillet is thinner than drawn and at the bottom of where a chief would be. The charge blazoned as a fillet here is not a fillet, it is not a chief. Nor is this a bar or barrulet enhanced because the strewn charges do not continue above it.
