The autocrats can impose budgetary constraints; for example, at several
wars there was a shortage of hay bales aned the battles had to be
organized so that the same bales could be re-used; at others the
Chirurgeonate could not move equipment quickly enough from one site to
another (field to woods) which is one of the reasons those battles have
traditionally been on different days.
Safety issues can force changes in the schedule or location of battles.
These are, however, exceptions and I think it is accurate to say that
the Pennsic staffs have tried to organize the war points exactly as
the Crowns wanted it, to the extent that their wishes were understood.
