I have only two criteria for nominating someone for an AoA:

1) Have they been around long enough? "Long enough", of course, is
subjective, but it usually means they've decided the SCA is "their
thing" and they're going to stay; they've made/acquired at least one
set of garb, and attended some events.

2) Have they done something? The more "stuff" a person has done, the less
time they have to have "been around". (I've nominated people for AoA's
after 7 months' membership). The "stuff" should have made some kind of
positive contribution to the group.

Commonly, the people I nominate for AoA's have been members about a year
to a year and a half. They've attended a fair number events. They've
helped out in some way in our group's events. They have gotten active
in something--fighting, fencing, archery, A&S, an officer position.
They've informally become known as a "doer" in the group (no matter
what it is they actually "do")-- not someone who just comes to meetings
and sits there.
