Greetings!
I see no problem with a group below the barony level giving out
informal "awards" to recognize its members.
However, groups who do this should remember that such awards carry no
precedence at any level and are not official in any way. Local groups
should also make sure they're not holding "court" to give out these
local pats on the back.
In fact, any person can choose to bestow anyone they wish with a gift.
I know many people, my Baron and Baroness included, who bestow people
with arm rings for special service. That's the way I see local awards.
