The original reasons for not permitting quartered arms are twofold:
philosophical - each member should be free to develope their own persona and
heraldry appropriate to it, and
practical - the College of Heralds is concerned that gentles with registered
quartered arms (registered using the time and resources of the CoH), would
want to drop these arms at a later date when they developed a persona for
themselves and wanted unique heraldry (which means an additional submission
process, again using the time and resources of the College).
Now, if we developed a well-paid, professional heraldic staff... Remember,
it only costs a couple thousand dollars to have the English College of Arms
design your heraldry (amd you get *no* input, under most circumstances).
