I have to agree with everything that Duchess Garlanda says. We can't
be everywhere and remember everything about everyone. We need imput
from people in the Kingdom. After all this is your Kingdom.

It never bothered me to see this done, though I have known some peers
who were offended by it. Any person of any degree who feels my order
(the Pelicans) should be considering someone for elevation is welcome
to talk to me. I would be happy to convey those words on to my brothers
and sisters of the Pelican. After all, we cannot know everything and
everyone, no matter how hard we try (or how much we might like to...
wasn't there something about "omniscience" in pel elevation? :>)
