Of course it is rude, Johnathan.

Again, often people begin to talk because they cannot hear. If they can
hear from the beginning, they willusually pay attention at least for a
while. That is why speakers often use gavels or gongs or whatever before
beginning their speech. That quiets the crowd so that they can project and
be heard.
