In this particular case, the problem was not space. The site had three huge
gyms--they had planned to hold Crown in one, but since the weather was
glorious, it moved outside and the fencing moved inside. Another gym was the
Kingdom Craftsperson Faire, and a third was ringed by merchants. I believe
there were also a number of rooms set aside for Royalty.
The problem in this case was that Their Majesties couldn't be everywhere.
It's traditional that they preside over Crown, Court can't happen without
them, and neither could the Pelican meeting. They could have started the
Pelican meeting at the same time as feast, but then both they and the
Pelicans would go hungry (plus not presiding over the feast at your Crown
Tourney just wouldn't be kosher.)
