Actually, no. Depending on the size of a given Court,
organizing it can be a most-of-the-day job. Also, checking
event sign-ins wouldn't help much. Many people leave events
early (for a number of good reasons), or go out for dinner
before late Courts and don't get back in time, or just plain
avoid Court.
Which can be quite disappointing. To the Crown (every royal
couple I've ever worked for has *enjoyed* giving out awards), to
the court heralds (who greatly enjoy their jobs, believe me), and
to the friends who recommended individuals and want to see them
receive the award (ever heard cheering when certain people are
called?)
In the past, I've done what I can to make sure people were
present to receive awards, but there's only so much that can be
done while preserving the surprise.
