Nice enough to say "hold an award until the recipient can be there"
but what about the finished scroll with the date on it already?

Hold onto the award and say "well, we woulda given this to you at X
event, but you were not there."?

Yes...can be done, but the phrase "but you were not there" puts
blame/negativity on the recipient...on the one hand, they are being
rewarded for doing something good, and then having a hand slapped
for not being there.

Maybe there was a reason...like things ran too long and they were
tired and had a long drive ahead, or had an obligation later that
evening or had to take the sitter home, yadda....

I think the best way to try and combat this is for communication to
somehow come down to the local level, like to the person who made
the recommendation, to "be sure that XX gets and STAYS at the
event." Make something up, tell them that a good friend is getting
an award, and get the good friend in on it, to act innocent, etc...
