Some would say that the "surprise" part is for the enjoyment of everyone but
the recipient.
I would rather see a list of "These people are commanded to Their Majesties
presence at Thus and So an event" or something, so that awardees could get
the award, instead of needing schemes (elaborite and otherwise) to entice
folks to court. Certainly, I'd expect less "or someone to receive for them"
to occur.
I like having Court prior to feast. Just thought I'd put that in .
