You don't, unless of course you *ask* the potential recipient which
events they plan to go to *before* you send the recommendation. That way,
you don't have to *try* to get them there. When you write a
recommendation, only list events that they *will* be going to. The Crown
are not, in my experience, in the habbit of handing out awards
willy-nilly. There is a method to the... anyway. The Crown will look at
which events the recipients are shown as going to and schedule the awards
for those events.
