It looked to me like there were as many "at court" as waiting for feast. I
presume there would have been a problem with several dozen or more folks,
hungry, just hanging around the feasthall. Not to mention the rig-a-ma-roll
to ensure the retinue that accompanied the several elevations got together
and all on time "between the courses".
