I don't know of *any* symbolism that is universal to all countries
for all of the SCA period.
In My Experience, stating that any particular symbol (including
color symbolism) is universal to all of period, all over the
geographic area covered by the SCA, is a sign that "a little
knowledge is a dangerous thing."
