I'll agree that they on-paper requirements are the
same, but what exactly does that gaurentee. Even in
the microcosm of a single order in a single kingdom
during a single rein you see wide variation in the
quality and behaviour of the recipients.
Likewise, while there is no requirement for chivalry,
honour and courtesy in many (most?) of the Midrealm
awards, if someone's getting a Saphire ("given to
individuals who exhibit courtesy, grace, and honor to
people of all ranks")would activate my gag reflex, you
can pretty much count on my not writing them in for
any award.
