This sort of scenario is why I am wondering whether the "general" donations collected at Val Day (or wherever) can be used to cover groups that can't come up with their share of the levy on their own.

It could happen. The figures are based off the 2010 Domesday. So, fictional Shire X's share, based on the 2010 Domesda,y is $650. Shire X had an event in 2011 that lost a bunch of money. In early January Shire X had to pay the year rental of the storage used to hold shire property, leaving Shire X with current cash of $300. Shire X would not have the funds to pay the 18%.
