POTENTIAL CHANGES TO THE LAWS OF THE MIDDLE KINGDOM

The following is a list of all the Law Changes being considered by Curia. The part written in bold/italics is the explanation for the above changes. Most are minor (clarifications and updates), some are clerical (moving financial policy to the financial document), and some are significant (changing Curia and some of the Officers).

FROM:
ARTICLE X - Financial Accounting
X-100 All monies for SCA purposes must be handled through the local SCA account. No incoming monies shall be handled through private accounts.
X-200 All groups hosting a Middle Kingdom level event as defined in X-800, shall file a financial accounting with the Middle Kingdom Exchequer within one month following said event.
X-300 All groups must have an Exchequer.
X-400 All accounts held in the name of the SCA, Inc., in the United States shall be registered under the Federal tax number 94-169-8556. All accounts in Canada shall be registered as "(John Doe), in trust for the barony/shire (N)."
X-500 Any group which disbands or is dissolved by the Board of Directors shall have two options regarding any funds held by said group:
1. Any funds remaining shall be turned over to the Chancellor of the Exchequer of the Middle Kingdom for use by the Kingdom; 2. The group may, at the discretion of the Curia Regis, donate the funds to an IRS approved charitable institution.
Failure to do one of the two above will result in the last known funds being reported to the IRS as personal income for the last reported exchequer or seneschal.
X-600 All appeals for funds within the Middle Kingdom done in the name of the Middle Kingdom, the Royal Family, or any Greater or Lesser Lady or Lord of State, shall be approved in advance by the Chancellor of the Exchequer.
X-700 All groups hosting a Middle Kingdom level event, as defined in Article X-800 are required to split the profits from the event with the Middle Kingdom. These Moneys are to go to the General Fund.
X-800 A Middle Kingdom level event is defined to be a Crown Tournament, Coronation, Kingdom Arts and Sciences Competition, Kingdom Twelfth Night, Rose Tournament, Tournament of Chivalry (1 per reign), Pennsic War, Border Raids, or any other event so proclaimed in the Pale by the Crown.

X-100 Kingdom Level Events: A Middle Kingdom level event is defined to be a Crown Tournament, Coronation, Kingdom Arts and Sciences Competition, Kingdom Twelfth Night, Rose Tournament, Tournament of Chivalry (1 per reign), or any other event so proclaimed in the Pale by the Crown.
X-200 Kingdom Level Events are subject to Profit Sharing.
Financial accounting is now addressed in full in the Midrealm Financial Policy (reviewed by Curia and approved by Curia and the Society Exchequer) instead of keeping the details in Kingdom Law, and also removes from the list of Kingdom Level events the Pennsic War (handled under the Society) and Border Raids.

FROM:
XVI-1110 All Middle Kingdom events with a site fee will not charge a site fee to individuals ages 5 and under. For all individuals between the ages of 6 and 12, they shall be charged one-half of the adult member site fee.

TO:
X-300 For all Middle Kingdom events with a site fee, individuals aged 16 and above shall be considered adults and charged as such. Individuals younger than 16 years of age, may be charged an amount between zero (free) and that of the adult site fee at the discretion of the hosting group.
The above clarifies site fees. If a site fee is charged, an adult site fee is required for individuals who are 16 or older. Groups may decide what site fee to charge for individuals 15 and younger in any form and age breakdown the group chooses. Also moved this part of the law to the proper location.

FROM:
V-103 Members of the Curia Regis, except for the Kingdom Seneschal and the Crown, who are unable to attend an official meeting of the Curia Regis may petition the Crown to be represented by a deputy of their choice at such official meetings.
V-400 A quorum of the Curia Regis must meet in person at least two times during every reign.

TO:
V-103 Members of the Curia Regis, except for the Kingdom Seneschal and the Crown, who are unable to attend an official meeting of the Curia Regis in person may petition the Crown to be represented by a deputy of their choice at such official meetings or attend via an available electronic-based audio real-time communication tool.
V-400 A quorum of the Curia Regis must meet at least two times during every reign.
This allows teleconferencing for any member of Curia Regis except for the Kingdom Seneschal and the Crown. Preference is that attendance is in person.

Chancellor of RUM is now no longer a member of Curia Regis.

IV-1200 The Chancellor of Regalis Universitas Mediterraneae shall be a deputy of the Crown, and shall be responsible for the day-to-day administration of Regalis Universitas Mediterraneae.

TO:
IV-1200 The Chancellor of Regalis Universitas Mediterraneae shall be a deputy of the Kingdom Minister of Arts and Sciences, and shall be responsible for the day-to-day administration of Regalis Universitas Mediterraneae.
Clarifies who appoints the Chancellor of RUM. Note that the Crown still approves and signs the RUM by-laws as per XVI-600.

FROM:
III-108 The Great Lords and Ladies of State are: Kingdom Seneschal, Dragon Herald, Earl Marshal, Kingdom Minister of Arts and Sciences, Kingdom Chronicler, Kingdom Chancellor of the Exchequer and Kingdom Chirurgeon.

TO:
III-108 The Great Lords and Ladies of State are: Kingdom Seneschal, Dragon Herald, Earl Marshal, Kingdom Minister of Arts and Sciences, Kingdom Chronicler, and Kingdom Chancellor of the Exchequer.
Removes Kingdom Chirurgeon as a Great Office of State.


REMOVE:
III-800 The Kingdom Chirurgeon shall have the responsibility for the encouragement, development, and organization of the study, practice, and research of the practical applications of first aid.
III-801 The Kingdom Chirurgeon shall have the responsibility for upholding the policy set forth by the Chirurgeon’s Handbooks of the Society and of the Kingdom.
III-802 The Kingdom Chirurgeon shall have the responsibility for coordinating InterKingdom participation of Kingdom’s chirurgeons’ guilds as needed when the Middle Kingdom hosts InterKingdom events.
III-803 The Kingdom Chirurgeon shall have the responsibility for coordinating with the Earl Marshal the participation of the Kingdom Chirurgeons’ guilds as needed at events.

ADD:
IV-1400 The Kingdom Chirurgeon shall be a deputy of the Kingdom Seneschal, and shall have the responsibility for the encouragement, development, and organization of the study, practice, and research of the practical applications of first aid. IV-1401 The Kingdom Chirurgeon shall have the responsibility for upholding the policy set forth by the Chirurgeon’s Handbooks of the Society and of the Kingdom.
IV-1402 The Kingdom Chirurgeon shall have the responsibility for coordinating InterKingdom participation of Kingdom’s chirurgeons’ guilds as needed when the Middle Kingdom hosts InterKingdom events.
IV-1403 The Kingdom Chirurgeon shall have the responsibility for coordinating with the Earl Marshal the participation of the Kingdom Chirurgeons’ guilds as needed at events.
The Kingdom Chirurgeon is now a Lesser Officer under the Kingdom Seneschal. Moving law to appropriate location.

REMOVE:
III-601 The Kingdom Chronicler shall maintain a checking account which shall be used for all monetary transactions in the operation of his or her office and the publication of the Pale.
III-602 The Kingdom Chronicler shall make quarterly financial reports concerning his or her office to the Curia Regis
The Pale no longer maintains a separate account, these items are no longer appropriate to the office.

FROM:
V-401 Minutes of the Curia Regis shall be made available to the populace by subscription, in electronic format on-line, and in any other formats deemed necessary, effective, and efficient by the Crown and the Curia.
TO:
V-401 Minutes of the Curia Regis shall be made available to the populace by electronic format on the Middle Kingdom website, and in any other formats deemed necessary, effective, and efficient by the Crown and the Curia.
There actually hasn't ever been a subscription and there is no mailing list for it. It is available on the website, and anyone can download it and print it out from there.

REMOVE THE FOLLOWING FROM VI-101:
VI-101 The following Crown Tournaments shall be held in the Barony of Fenix:
Spring 2010
Spring 2011
Spring 2012

These dates are reserved as a result of a multi-year contract secured with the site. The Barony of Fenix may not submit a bid for a Crown Tournament until Spring 2013.
This part of the law no longer applies, and Curia can decide on the location of Crown Tournaments in advance anyway, even for multi-year contracts.

III-600 The Kingdom Chronicler shall have the responsibility for publishing and mailing the Pale, the official newsletter of the Middle Kingdom, on a regular schedule. The Chronicler shall print all public announcements and report news therein.

TO:
III-600 The Kingdom Chronicler shall have the responsibility for publishing the Pale, the official newsletter of the Middle Kingdom, on a regular schedule. The Chronicler shall include all public announcements and report news therein.
The Kingdom Chronicler sends an electronic file of The Pale to the printer and SCA Publications Manager on a regular schedule. The above change states that it needs to be published, but allows for changing where it actually needs to be sent. For example, if the Society changes the name of the Publications Manager office, Kingdom Law is still fine.
